    Balancing 2 factions would always be an impossible task given so many variables that one decides which faction to choose. I'd say introduce a 3rd faction.The weaker 2 always acts a neutralizer when one gets too strong. Altho I am not sure whether theres anything close to a 3rd faction in -game lore wise
