Simple reason is it would make no practical difference to anyone. The people in the east would get a unnoticeably higher ping, people in the west would get an unnoticeably lower ping. People in APAC would still suffer about the same amount. And that's assuming we trivialize this down to just geographic proximity. Network infrastructure is not homogenous, different areas with better infrastructure can give faster response times even though it's travelling a further distance.

Something to keep in mind is that for PC armour, there are 8 models and sets of textures for every single one (1 for each body type/gender combination) NPC exclusive sets will only have the 1, so even if you found the assets in the game, you'd only find it for the one body type/gender. The sad thing is, all the "extra bits" are just attached to the main armour set and would be insanely easy for them to release a set that did not have those attachments (or even for the players to remove them if they weren't so touchy about discussing client modding on the forums)

Err, quite a few people in this thread and others have basically been suggesting just that. Most people are advocating for options (very good thing I think), but there are still plenty of people advocating for universally increased difficulty, usually with some argument that it forces people to learn how to play "properly" Obviously they are not specifically trying to exclude anyone (well, mostly), but that will be the result anyway. As one of those disabled players, I absolutely resent the care bear BS. I'm not here for a a purely cinematic experience as was suggested, but I'm also not here to be frustrated either. By all means add harder options, but to suggest taking away the actual game from "care bear" people so that other people can have their challenging content is selfish, childish and more than a little insulting
