Since you aren't using the default shells, it's possible that you didn't transfer everything correctly. That is, one of your item modifications may not have expertise in it. First Question...Why are you getting partisan relics when you can go straight to Conqueror w/out buying partisan. Second Question...Why use 2 partisan relics instead of getting a matrix cube. Third Question...What Armors and mods are in the head and chest piece? Fourth Question...What Crystals do you have in your weapons. But in that case its still better to use the PvP gear....that 5k HP will make a huge difference I'd think. The difference in expertise is probably less than 1% damage boost and mitigation. Higher PvE mods get less expertise so that high level PvE gear isn't better then PvP gear. You are likely over that level in those 2 pieces is my guess. You have some higher end pve gear on the sent and the bolster deducts that from expertise.. Its why pvp gear is best in majority of cases bar the matrix cube and the ONLY reason this is most popular is because its the only static stat boost relic that doesnt loose out on expertise and loads of people dislike the stupid dot proc relics.. Looking at that, your sentinel should have no problems handling your juggernaut. Looks absolutely fine to me, and the jug would need the bolster to not be turned into a puddle of goo the second someone looked at him. Actually, I do see a problem: you wanted to faceroll pve noobs, not just have an advantage over them. Well, you can still do that, all you need to do is learn to play better than them.
