From my experience, we're the only ones who use the non 24hr version for time, i.e. now in Europe it is 17:55 (5:55 PM to us). Not sure if that is true or if it was handled, but I read a bit about it. Stephen Reid verified yesterday via database query that there were no people in the 30-40 range, despite reports to the contrary. So you are being misled. There are no maxed characters yet.
