Does alacrity lower the rate limit on proc skills? A lot of proc effects have rate limits that are clearly tied to the GCD, such as all three of Jedi Shadow stances, Sentinel's Ataru form, Assault Specialist's Vanguard's chance to proc free High Impact Bolts, etc. If alacrity is lowering the GCD, but not lowering the rate limit of these various proc effects, then alacrity is breaking the game.
For example, Sentinel's ataru form can proc to deal bonus damage on your attacks, once every 1.5 seconds. Lets say you lower the GCD to 1.4 seconds with alacrity:
0 secs: attack 1, Ataru form can proc
1.4 secs: attack 2, cant proc
2.8 secs: can proc again
4.2 secs: cant proc
whereas before it was
0 secs: first attack, can proc
1.5 secs: attacks 2, can proc
3.0 secs: can proc
4.5 secs: can proc
Lets look at another example with Assault specialist VG. They have a talent that gives Ion Pulse and Stockstrike a chance to reset the CD of HIB and make the next HIB free. This is on a 6 second rate limit.
0 Secs: You use stockstrike, get the proc.
1.4 seconds: GCD from stockstrike ends, use HIB
2.8 seconds: use a filler skill
4.2 seconds: filler
5.6 seconds: use Ion pulse, but it has no chance to proc
whereas before it was:
0: get the proc from SS
1.5: use HIB
3.0: filler
4.5: filler
6.0: use Ion pulse, has chance to proc.
Has anyone tested this, or could a dev clarify how this works? I main a Shadow tank, so I wouldn't touch alacrity with a 10-foot pole and thus can't test it myself.
Another thing. There are similar issues with classes that are restrained by CDs that end up with alacrity being worthless. Both DPS scoundrels, for example, are going to want to use Blaster Whip every 6 seconds on CD in order to get upper hand stacks for their finishing moves.
0 secs: Blaster Whip
1.4 secs: Wounding shots
2.8 secs: filler
4.2 secs: filler
5.6 secs: wait around for .4 seconds, or use a filler and delay their Blaster Whip (and thus Wounding Shots) by 1.0 seconds
