Do you think that the Empire might have had better chances of surviving if Darth Malgus had brought his ideas more openly about changing the Empire into more tolerant place to Dark Council and to rest of the Empire in the first place, instead of harbouring his thoughts on himself and then later trying to coup the power to himself in power vacuum?

he didn't keep anything to himself lol he was the only sith at the time who worked hard to achieve his goals.

And yes, the empire would be twice as strong had his plans been realised.

 

He recruited many alien races and had acces to some top notch tech thx to the anomid prior to TFE

No. The empire was already becoming more 'tolerant', read pragmatic, about inclusion, as evidenced by the many Chiss and their recent policy to train force sensitive slaves into Sith. The Empire is already shifting towards a meritocratic society.

 

A more severe problem is the infighting among their leading caste, the tendency to distribute power to those who take it by force, usually by killing. This is so ingrained in the Sith ways that it may take generations to change it. While Malgus claims he wants to change this infighting, his grasp for power is nothing but the same old SIth tradition of taking power by force, a method which resulted in all the infighting in the first place. I doubt Malgus would be capable of changing that aspect of the Empire.
