Custom Vibroknives. Where's the love????

I've noticed a distinct lack of custom vibroknives that should be available at level 1 around here. What's up with that?! Maybe ya'll can rectify that? Please?!

Why should there be a custom offhand at level 1 when no other class has a custom offhand at level 1? Custom offhands drop from Esseles/Black Talon/Hammer Station/Athiss flashpoints, a bunch of planet heroics, and if you still haven't gotten one before then, there's a planetary comm vendor that sells level 22 custom offhands, including vibroknifes, and scatterguns.
