I was not sure what was going on till a guildie confirmed he was also having this issue. Since patch 1.1.5 there will be times when I use Force Choke on someone, (resolve bar not full) and it the animation goes off, the timer runs, but they keep moving without slowing down at all My friend thinks it may be a bug in where the animation fires off, but the skill is not applied, but the cool down is now in effect.
