At 25 it's like 400ish damage for my kaliyoAnd companions are cooldown-limited since they don't have an actual resource, so it needs to do something more than just straight damage. Besides, we can reduce ALL damage dealt by anyone hit by Flame Burst/Sweep, instead of just increasing our armor (which only works on kinetic and energy damage). While Heat Blast is a tad underwhelming, a damaging ability that ignores armor and REDUCES heat is still not that shabby.
