He must have used some kind of "show as a sketch" option in an editor program. Really cool effect. Makes it look like it's straight out of a comic.

You can upload your screenshots to your favorite picture hosting site of choice (Photobucket, Flickr, etc.) and then link to those pics using the Insert Image icon at the top of the text field.

When in-game, press Alt-Z to hide your UI (for a cleaner looking screenshot). Then press the Print Screen button on your keyboard and the screenshot is taken. You can find the .jpg files in your Documents\Star Wars\The Old Republic\Screenshots folder.

 

Then press Alt-Z again to bring your UI back...
