I think there's a bug because at first I couldn't click and drag it , so it was stuck half on my screen and half off. Later after warping between planets/ship/stronghold and refreshing my UI, I was able to finally move it out of my way. I'm not sure which of my steps fixed it though. Edit: After a second look at it, I think the problem might just be that the clickable area is weird. I have to click and drag the blue part to move it, but only certain parts of the blue part work.

It's possible that they could sense the Outlander as soon as Tenebrae died but are unable to immediately come due to having urgent time sensitive missions or being imprisoned or something. For Jaesa, I suspect that she may end up traveling with Satele and Marr in order to achieve balance so that Bioware doesn't keep having to write Light Jaesa and Dark Jaesa.

The only way to salvage his character at this point is to have Lord Scourge be tracking down and executing the Emperor's children (not the biological ones) to prevent his return.

Maybe Lord Scourge will return when we learn he's been tracking down and butchering all of the Emperor's children to prevent his return... and Kira is next on his list!

Vowrawn's an old man and probably just enjoying his luxurious semi-retired life. Plus, Acina will die instead of him when Jadus returns to claim the Empire for himself.

Taurus/Cancer/Leo/Virgo/Libra/Sagittarius/Capricorn/Aquarius/Pisces/Ophiuchus and maybe Scorpio droids from Iokath will hack the eternal fleet and attack the Republic/Empire and plant all of the right evidence to make it undeniable that the Alliance did it, and then we'll get a 3-way war. Well, technically 4-way war because we'll have to conquer the thousands of sectors of Iokath while fending off the Empire and Republic.
