Just balance out expertise and remove the once a fight limitation on medpacks and there you have it, increased TTK.
Not sure what else they are trying to fix (or break) with this. TTK increased with 1.2 no reason to go back to those mistakes and fix em
You don't fix a flat tire by replacing the muffler
just need to even out the expertise bonuses so damage reduction and heal increase are on par with damage real simple fix, I dont see the reasoning for messing with biochem and relics.
