God tier (If every story was as developed as this one we'd have one hell of a game for newcomers.)

Perfect Tier (Hits every note it needs to, doesn't feel rushed, is good throughout all chapters.)

"Subjectively good" tier (These have really strong first acts, but go in a weird direction after the act 1 finale.)

"Bad Tier" (Look, I love bounty hunters, But this story is so scrambled and messy it's just not worth noting. It has 'moments' that are great, but that doesn't change anything.)

Are you asking this because you want to play the class and be an underdog? Or are you doing it so you can avoid it?
Worst DPS in the game is probably a bad concealment/scrapper operative/scoundrel. Though, good ones are a force to be reckoned with, Especially come 2.6
This would actually be a great idea. We'd have an execute without adding another ability to bloat our binds. Of course, people will whine about a 1.5 second stun even though assassins get leg slash, an ability that can single-handedly turn a winning fight to an instant loss.
I don't see why a talent couldn't modify the ability to do this.

I mainly play Conceal, but here's my input.
Personally, For ONLY operatives and scoundrels i'd put weakening blast off the GCD. The weakness of lethality is the setup time especially for the opener, plus the fact it's a melee spec. This would drastically reduce the opening setup, and would allow us to get kicking *** sooner.

Tracer missle/any armor debuff, Duplicity, Maul crits, 8-10k, Low slash, Maul, happens to crit, 8-10k. .. Sure, it's crit reliant, but then again, so are we. Stop being a whiny tool with nothing constructive to say.
Why is it that every assassin I meet has to be some moron who thinks they are underpowered, despite the fact they have some of the best cooldowns, and one of the best resource systems in the game?
This is like me playing warzones on a level 10 sniper, killing a bunch of people, then boasting about how great at sniping I am.
I'm loving the double-standard here. When we kill you it's overpowered, when the assassins start face****** an entire team, it's because they are bad.
You guys are literally what operatives were at launch, stop being spoiled gits and and be grateful.
So basically, You want to make people who want to get into PVP go through hours of losses and frustration (Moreso than now.) to have any fun with the game.
