This issue with stuns, roots, snares and resolve or impairment removing abilities has annoyed me since my first trip into a warzone. I like having all these tools available to me in PVE. However they are a bit out of control in PVP at least in my opinion.
If resolve works as intended then I have to ask, "what's the point?" With stacking movement and action impairing effects the majority of the time you are either already dead or the "immunity" from resolve has timed out/ mostly timed out before you come out of the effect. While at other times I've seen stuns, snares, and roots do absolutely nothing to targets with no resolve showing.
Every class has an ability to break free from incapacitating and movement impairing effects which you can use. This is great, aside from the fact that getting hit with a stun, root, or snare after using it shuts you right down again. In a one on one fight it can actually be useful, but those fights seem few and far between. When fighting 2 or more enemies it is nearly useless since you'll likely get hit with a similar effect almost immediately.
I would rather not see CC become limited in PVE as it is a very useful tool, though something needs to be done to balance these effects in PVP. Adding diminishing returns to CC effects is one possible way to help the problem. Though this doesn't fix the issues with resolve or similar effects.
Personally I would rather see resolve and freeing abilities be more effective. Perhaps a full resolve bar should break all impairing and immobilizing effects, and then apply a short immunity to similar effects. Additionally each classes freeing ability could have a short immunity added. Just a couple minor changes to try and prevent continuous stun locks in PVP without limiting CC in PVE.
