This game is so micromanaged by Bioware there is no way a person can raid unless they formed a guild before prelaunch or have friends on the outside world that play ToR. It takes 4 unguilded gamers to make up a guild. end of story. Each phase or partition only holds a max of 100 or so gamers in fleet, It was a risky call for bioware and I believe it did not pay off the way it was intended too.
