I would love to know the consequences of this. The "community" doesn't police itself. Players who act this way do it regardless. Anything the "community" can do will make no difference to the players who act this way. They'd just hop on an alt and you would never know who they are.
The thing that will make this behavior commonplace is the deserter/leaver debuff in the works. If you penalize leaving a match, they will sabotage, troll, and near-afk just for kicks.
Crossrealm PvP did not hurt WoW one bit. It saved pvp from dying a slow death. Same will go for SWTOR. The less skilled players will tire of getting rolled and quit. The top tier players will find another game due to boredom. When you cocoon players on a server, the pool stagnates, and dries up.
