Part of the problem is that there are two, identically named, Doc 9 customizations from different sources. Be on the JK that purchased the customization from the Fleet vendor. None of your other characters can use it. I can see how many other JK's I have that also have Doc to test, but I'm fairly certain if I want it on other JK's I'll need to head to fleet and buy it.
