Borrowing celebrity likenesses didn't stop until I swapped the stylistic shortcut the program was using (MRE Brave Art) for another (MRE Heroic Fantasy) and boom, problem went away.

Swtor isn't the only game where abilities acquired early are still used much later. Everquest 2, my favorite warlock still relies on Dissolve, a single-target ability he acquired at level 1. Then there's Dissolve II, Dissolve III, Dissolve IV... he's level 120 now, but Dissolve is still just the same ability, the exact same attack vector, the exact same cooldown, just more powerful. In gemstone IV, my warlock's level 2 spell attack will be his primary spell attack for the life of the character. All attack abilities above that are differentiated for specialized situations.
