"He chooses" because that's the way he is written. There is no actual choice during play-through for him to un-join. Wish they would create that option in later expansions since that would make character more flexible story-wise, and provide more opportunities to weave him into the overall story.

Yes there is during Lokin's quest he has the option to choose. He remembers everything before joining he doesn't want to go back. We the player cannot force him to take Lokin's offer, thank the stars.

I can't do the who is bestest  game. To my Fem Agent, YES he's everything the only things she notices about other men is their faces to remember them by. But to my other girls their men are the bestest. That said. Vector is my type personally.
