You do realize that there were non force-sensitives that literally went around the galaxy hunting Jedi during the civil war, right? Atton made it pretty clear that Revan's non-force sensitive jedi hunters mostly did their thing by doing stuff like tricking them into entering rooms with poison gas vents and ****. Very rarely did they actually go toe to toe with a jedi who hadn't been weakened by a bunch of traps and such first, and the 'throw up base emotions' thing was just to stop them from reading their true intentions with the force. It didn't stop them from doing stuff like smacking them with telekinetic powers. Plus, you know, Sith are one giant seething ball of negative emotion when fighting.
