A good bet from what I hear is that paid transfers will be after the free to play model goes live and the cash shop gets situated and settled down. For now, free to play is the reason we really haven't had a lot of updates in the months. After free to play I can ASSURE you, you will see the content pumping out. It's dumb (I'm all for sandbox, but what's the point implementing these kinds of systems in a post-50 planet?!), but not new. Different strokes for different folks I guess, but IMO sandbox stuff should be endgame levels as there is already plenty to do while levelling up.
