It all really depends on how the person views or uses the force and their outlook on combat and power. If you have a former jedi who only uses the darkside to get stronger he may not last long against a sith who has learned how to use the force to manipulate or grant him advantes and vice versa. There have been some pretty powerful contenders for fallen jedi, and sith made sith from the start. Palpatine wasn't part of the jedi council but hes supposed to be the strongest sith ever.
