I have not tested it...will admit that up front, but from reading about it, I think it's pretty clear it solely affects cast time, not the time between ticks, nor the time period that the DOT/HOT lasts such that it doesn't get its last tick. Fully admit I could be wrong, and there's always the possibility of a bug or unintended effect, but I think that cast time and ONLY cast time is what is intended to be shortened.
