What is the best leveling spec for Vanguard?

I'm just going to throw out there, because I just decked out my vanguard last night in all level 21 mods, commando mods have high aim, low endurance but on the barrels and armors reflex have the high aim, low endurance. My aim is about 100 or so higher than my endurance right now.

 

I do find that strange because all might (str) and resolve (wil) are mainstat heavy. I though it was odd that the aim stuffs are different. I would have thought all commando modifications would have been endurance heavy like guardian and force wielder.

the mods you want are either reflex or agile or equivalent.
