You can buy Prefab's from other player's who craft them or craft them yourself (Armormech or what not), which can be used to purchase furniture for you SH from npc's on fleet. Cartel market cert. are not bought through cc or any other means. They can be found in Pack's from the cartel market or maybe if your lucky you can pull 1 or 2 from the Contraband slot machine. Those can be used to also purchase furniture from an npc on fleet. I think all items bought with cartel market cert. are bound on pick-up. But the when you use prefabs to purchase furniture, that furniture is not bound and can be sold on the GTN. (Galactic Trade Network). Hope this helps.
