Most people prefer to play impside and not just because they are the bad guys (hehe you get options to be LS or DS on both factions/stories). And if you only have one character that is maxed out that will limit you in what you can do with any guild you join in. Some guilds have both factions but always one is more leaned on. There are quite a few guilds that only run Republic side which you can find here: https://www.reddit.com/r/SWTORGuilds/ or just browse these forums to see if people are calling out. Hellbent might be one that you could check out too, they are pretty decent sized and focus mostly on pubside.
