Several of the officers have that but are still not able to summons.

Hi, first time posting here. I have a question: a friend was given GM to a guild and was left with very little instructions. He hasn't been able to figure out how to give officers access to flagship summoning and we've been looking online as well but haven't found anything. Any help is appreciated.
