Will there be any sort of Class balance before the Arena's are implemented?

We have been promised this before... what makes this time any different than last? I'm going to put my money on that the community team will be active for maybe a week or two, then it will go silent as it usually does. The fact that they have a smaller staff and are promising more just doesnt make any sense.
