Excellent post OP. I personally just started playing so i rolled on probably the highest population european pvp server so i am not facing any issues. Two of my friends who started around 2 weeks after launch are stuck on one of the lowest population servers. They are both first time MMO players and due to work / family commitments can only play a certain number of hours per week. Both have characters in the late 30's or early 40's and starting a new toon on another server is not an option. They both enjoy the game but will unsubscribe due to their server being a barren wasteland. They would gladly pay for a server transfer if that option was available.
