That stat priority you provide is a little misleading. For dps, accuracy surge and alacrity are your only 3 options really. With 1 accuracy enhancement you will be at 105% accuracy which is all you *technically* need for PvP. Keep in mind that tank abilities, sentinel pacify, gunslinger diversion, etc. are abilities that reduce your accuracy... and at 1 accuracy enhancement you are already beyond Surge diminishing returns. So I would say that 2 accuracy enhancements minimum makes more sense. Could be 2 implants as well, but you get my point.
For the sets, 2-piece PvP dodge bonus and old 2-piece PvE 15% Backblast Crit bonus... just make sure mods/enhancements are < 66 to avoid losing expertise.
Relics, definitely Obroan FR and Obroan SA.
I cannot speak for the exact crit amount you should use, but some will definitely be helpful. The "Underdog" talent in the 3rd to last tier adds 30% surge to Back Blast, Shoot First, and Flechette Round. With the PvE set bonus and a little bit of crit, you can put out a lot of burst. I'd say get at least 3 mod/enhancements with crit on them. Maybe someone else can speak to this better. Hope I was of help.
