Rift gets tons of content updates, balance fixes (well, changes really), and bug fixes. Their major content updates, of which there have been 6 since launch, include hundreds of changes.
Having said that, it's not a very good game. It's a shining example of how to design a game based on the psychology of addiction and operant conditioning. It's overflowing with repetitive, grind-based progression and endless special currencies. It is, at its core, a mind-numbing, soul-crushing, money-grubbing exercise in walking the line between "omg this is excruciating" and suicide.
It's a better game than SWTOR.
