You Expect Bioware to change how endgame Biochem stim's work based on the fact that your guild feels it is mandatory to be a biochem? That's not how it works, and if you've actually done anything that you have said then you would know this by now.
There are multiple reasons why the stims require 400 biochem. Sadly, I think most of the reasoning is far above your head. Just to name a few: like the poster before me said, it's to stop someone from switching crew skills, and it also gives incentive for people to stay with biochem. It makes perfect sense to not allow these stims to be given out freely.
