Easy, the point at which you create a massive multimedia project with over a million subscriptions and 200,000 lines of spoken dialogue (world record that.) So, for you, never.
The designers had a budget and a timeline, Bioware chose Story as their "must complete" goal (go figure, as if Baldur's Gate, Dragon Age and Mass Effect weren't enough of a clue) with other MMO features being left to post-release and are already being worked on (the famous "very soon, soon and later" interview.)
They probably made some of the mistakes all first time MMO studios make (or do you forget how horrible EQ, WoW, etc were when they rolled out first time?) Because while the features were known, it wasn't as if they could go out and copy the code from an existing game.
For a game that's only a month old I, for one, am willing to give them some slack at fine tuning things.
