I disagree with your assessment of Commando/BH completely for PvE.
Of course, you haven't made clear if you are talking about PvP or PvE...
I will not address your Tank issues, as I haven't played a Vanguard.
However, I have seen some in action, and they don't seem to have any problems being effective.
As a Commando healer, you can spec into being non-interruptable.
Trama Probe will be able to be put on multiple people in the next update, so that will help healing numbers.
Commandos are Ron Burgandy when it comes to single target healing, but can still be effective on multiple targets.
As for their DPS, I know Gunny has issues with Grav Round resetting FA, and it makes it hit or miss to parse well, but i can still manage 2900+.
I recently switched to Assault, and it is easier to get closer to 3K+ in my parses and I am topping some parses with some outstanding players in my guild. That's saying something about that spec.
This all being said, PLEASE don't encourage them to add MORE abilities, there are enough out there without needing more buttons to mash.
Also, the ones you are suggesting, might sound fun, but the aminations will help reduce your DPS with what you are describing, so not a good fixed there.
In PvP, DOT's, Slow, Stuns, Knockback, and Electro Net are your friends.
Gunny can take huge bites out of people too, and the slow is good for a FA after your knockback.
