at your top end, and when I say top end, this is flat out 50-55, I'd suggest something to this effect...
Depending on how many targets you have around your central target... Double-Saber throw as opener.
Force Leap
Overload Saber (in-leap, as previously stated)
Zealous strike (as previously mentioned)
Cauterize
and at this point sorta consider your options- do I have additional focus builders off cool-down? do I have my target near death that Dispatch will finish it?
If neither of the above are viable... Master Strike.
If you have additional major focus builders (i.e. if leap's handy again, ) use them- follow up with Merciless Slash, then roll into Master Strike.
The other thing to remember- keep an eye on your centering. When you get Zen available, USE IT! the heals via your burns may not seem like much, but it makes a difference. and once you reach a point where you're carrying higher end gear (arkanian, etc), and you get a set bonus... well, you'll see quickly that the extra dmg via zen gets handy quickly.
This purely assumes you're taking a Watchmen spec, as that is my own spec. I'll admit that I myself do not per-se have a rotation I follow... just keep an active eye on your focus, and equally important, your interrupts. your force kick may be on cooldown, but remember your stasis (if the target is vulnerable to it), AND your leap act as interrupts. And while Leap may not do the big damage, it IS handy when you need something interrupted and some focus built up and you do not want to spam strike, or your zealous slash is on cooldown.
This is just my view. It's served me well so far, and I've not heard complaints in terms of damage output when it came raid time.
