While spammers can be annoying if you let them get to you, most of what goes on in chat is useless chatter to begin with. They should setup opt-in chat channels and let people create custom channels. Ex: Some people RPing create a channel just to do their thing. You don't have to filter, you can just ban someone from being annoying in your private channel.
