You get pops in the evening for every kind of content, raid groups are filling in minutes, you can always find someone who wants to do heroics with you, and GS objective groups are forming until minutes before the reset. Which legal issues are you thinking of? (It can't be in-EU versus out-of-EU because all three EU servers are in Ireland, even now, and Ireland, like both France and Germany, is in the EU.) If it's a question of French-language content, well, the server language and the game-interface language are not tied together, so you can play in French on the EU-English server, or in English on the EU-French server, or whatever.
