Suggestion: Cleanse does not respect the global cooldown

I am a PvP healer and this post is made with Warzones, Arenas and player's movement restrictions debuffs and damage over time in mind.

During combat, healing inflicted damage is just as important as preventing it... Fitting Cleanse on rotation costs the chance of healing inflicted damage although keeping the debuffs, slows, roots or stuns raise the healing needed moments later. My suggestion is to make cleanse independent from global cooldown.

Since Damage Over Time inflicted from players no longer became tagged (as Force, Mental, Internal etc.), and thus no longer could be cleansed, raising the frequency of Cleanse does not compromise Damage Over Time players. I only raise awareness to the movement restriction as the amount is overwhelming to the point it becomes exhausting rather then challenging.
