Repeatable steps:

1. Select the Starship hook in Alderaan stronghold around X 38 Y4 Z0

2. Place Jedi Padawan Monument (purchasable from Ossus vendor)

3. Observe Alderaan terrain clipping/bleeding through the fountain base and its flowing water

 

There are other terrains which clip through water-related decorations. For example, the tatooine terrain clips through the bottom of the Luxury spa decoration.
