Why on earth is there no cooldown timer for skills that work on the newly implemented charge(s) system?` Even a skill like Debilitate for operatives, which doesn't gain an additional charge unless you use the 6 set bonus of the debilitator set, loses its cooldown timer/tracker completely and appears to always be off cd when quickly glancing over it.
