There aren't any jungle planets in SWTOR. There could be a tree covered area, some plains, then maybe something underwater even... Naboo is in early colonization at best right now. Our characters would have no reason to go there and the factions would have no reason to fight over the planet at this point. If Naboo was just discovered, why would they just let it go? The Repubic and Empire would both want territory on the new found planet. This would lead them both to Naboo, in search of land to sharpie their name on every planet in the galaxy, like they always do. At this point in time, the Gungans were not unified, they lived in tribes, constantly at war with each other. To make allies across the galaxy (like always) , the Republic and Empire could ally with a Gungan Tribe that suits them, done. New planet concept, missions, PvP, PvE, everything, right there. After all, there isn't anything there (that we know of) at this time period, it's really overlooked...
