Post mitigation. If you shield, it'll absorb X amount of the shielded hit, after your DR reduces it further. Recklessness + Relic proc can turn shielding an attack into your relic completely absorbing it, which is pretty silly, when you consider it can do that to a 40k hit before-armor hit.
