If you watch any of the live streams, people go to the server selection and all servers except for maybe 8 of them are low pop, and those 8 are medium. I say according to this http://www.swtor.com/server-status Roughly 70 out of 100 servers are marked as "full". The other 30 are high to medium... Yep... I'd say that qualifies as busy. This is from the game client. Either they are lying or their site is bugged. I did see that. But I see that you're not allowing for the possibility that the game client is bugged? Also you have to consider if that page is true then the first early release date already filled up almost all their servers and i highly doubt that. If some of those users dont log on you dont add more users because if they do decide to log on you're stuffed. So you wait. And you observe. When you're ready you add more. Simple. Well, I never personally claimed it would pick up, although it is logical, so I suppose you really aren't talking to me. But, geographically 3/4 of the US is still at work. It's 6:20 ET, 3:20 PT, so all the kids are home from school and at least most of the workforce in half the country. That's exactly how the servers looked this morning when I was online at 7am. At the time, I figured Harbinger made sense, since it was the Unofficial Oceanic server.
