But yours do look bugged.All hoods are part of the chestpiece. But some headpieces will force the hood down, when the headpiece is not "hidden". Example: Last Handmaiden's Tunic, with Ablative Flexiglass Headgear. With Hide Head Slot on (head gear not visible), the tunic's hood is "up". But with Hide Head Slot off (head gear visible) the tunic's hood is "down". Actually it's not down; it's just plain gone. But this will only work with some headgear. Change that headgear to the Strategist Headgear, and the very same chestpiece always has the hood visible, regardless of whether the headgear is visible or hidden.
