He bound Vitiate on Voss and made him unable to move out of the body he possesed, thus effectively reducing his threat to nothing. Then you come in and set the emperor free. Well, there is the Star Cabal, which was trying to manipulate it all, and make the factions weak, before show themselves. They surely helped Baras, from the backstage.
