So if you did 16 man but not 8 man it would be the same as doing just 8 man. There's no bug on this one, the prestige comes from the decoration and you already have the SM RaV, Tos and NiM S+V decos. So if you did 16 man but not 8 man it would be the same as doing just 8 man.
