The first time you get to the Imperial Surveillance Outpost in the Republic Research Division, in the Upper Industrial Sector, you should be able to pick it up from Lord Sharoleigh, but even that is impossible. So the Nar Shaddaa Heroic Missions achievement cannot be completed. You have to complete parts of the Nar Shaddaa bonus series to pick up that quest. Yeah bonus series needs to be completed to be able to pick up certain missions. Wonder why thread is about Conquest Bug and here r posts about other things..
