They obviously rank higher then an academy acolyte and going by events in the Inquisitor storyline they are lower then a Sith Lord (both Lord Zash and Lord Inquisitor boss them around). So I guess the only actual question in regards to their pecking order placement is how they compare to an apprentice rank sith who is out in the field getting personal training from lord/darth.
