This isn't to say that we shouldn't have them as our default names, but perhaps at character creation we could have the option for a last name "if" we don't want them to share the legacy name. After all, it doesn't make sense to have a rival for instance in the family tree having the last name as their adversary, but at the same time it's unfair to have them go without a last name and therefore half an identity. And as an option for characters who already exist, just introduce a last name renaming item that you sell through the cartel market, similar to the changiing character/legacy/guild name items you already sell.
