Right now the only thing you can copy over between characters is:

If we knew the strings for the key binding values we could more then likely add those to the config file and my guess would be that the game would take local settings over whatever is server-side.

I wish they did carry over, what I did was screenshot my adjusted ui the copy it onto the new character.

I like to have the same keybinds and drop the class skillls in them

Actually, you can save the User Interface and import it from another character- you just have to save it under a different name on your original character and load it from the User Interface Settings window on your new one.

Keybindings on the other hand have to be entered every time. It's kinda sucky that the keybindings don't save and import too but at least you don't have to spend time moving around, shrinking/enlarging, and enabling/disabling all of the elements every time.

Keybindings have to be set per character. End of story.

User Interface is different.

If you want to use the same UI for all your characters, just get it the way you want it, save it as your Legacy name then load that Legacy named UI for all your characters. Then, anytime you change the Legacy named UI for 1 character, it will change for them all.

You can then also move the UI to a completely different computer by copying the GUI file and pasting in the appropriate folder on that other computer.
